Who We Are

Water Bill Solutions Inc. (WBS) is an independent third-party water submetering and billing company. We are not your landlord and we are not acting as an agent of your property owner. Our role is to read your unit's water meter, calculate your share of the building's water costs, and issue your invoice. Your payment of water and wastewater charges is remitted to your property owner, who pays the municipal water bill for the building. WBS retains its administration fees for billing services rendered.


How Your Bill Is Calculated

Your building receives one water bill from the municipality for the entire building's consumption. Your building is equipped with individual water submeters. Each unit's consumption is measured separately so you pay only for what you use.

Your invoice includes the following charges:

Water & Sewer — Your share of the building's water and wastewater charges based on your in-unit meter readings. Billed at the municipality's current rates with no markup. Some municipalities bill water and sewer separately; others combine them into a single charge. Either way, the amount reflects the actual municipal rate applied to your consumption. Subject to change when the municipality adjusts its rates.

City Fixed Charge — The fixed amount applied by the municipality to the building's water account, divided equally among all dwelling units. This is not a WBS fee — it is a direct pass-through of a municipal charge.

WBS Administration Fee — A flat monthly fee of $16.00 charged by Water Bill Solutions Inc. for meter reading, invoice preparation, and billing administration. HST applies to this fee.

Account Setup Fee — A one-time fee of $50.00 charged upon account creation, covering tenant onboarding and account configuration. HST applies to this fee. This fee appears on your first invoice only.

The Water & Sewer and City Fixed Charge amounts are not subject to HST. They are passed through to your property owner at cost with no markup.

If your building includes common laundry, a Laundry Water charge may appear on your invoice. This is calculated based on total laundry water consumption divided by the number of occupied units and is passed through to the property owner without markup. This charge is not subject to HST.


Billing Frequency

Municipalities bill on different cycles. Many bill monthly or bi-monthly; others bill quarterly or less frequently. The frequency of your WBS invoices will match your municipality's billing cycle. WBS does not control this frequency. On occasion, circumstances outside our control — such as a temporary loss of connectivity to the metering system — may prevent an actual read from being obtained for a given period. In these cases WBS will issue an estimated bill based on the account's consumption history. When an actual read is obtained, the following bill will be adjusted accordingly to reflect actual consumption.


Payment

Payment is due upon receipt of your invoice. If an account remains unpaid, WBS will send payment reminders. WBS does not pursue collections directly. However, unpaid balances may be reported to your property owner, who may take their own steps in accordance with Ontario tenancy law, including reporting to tenant screening services or issuing appropriate notices.


Billing Disputes

If you believe there is an error on your invoice, contact us directly at billing@waterbillsolutions.com. We will investigate by reviewing the municipal water bill and your submeter readings. During this process we may ask you to send a photo of your submeter. If the issue cannot be resolved remotely, a site visit may be required to inspect or test the meter. In rare cases a meter replacement may be necessary. If our investigation finds no error, the original invoice stands and is due for payment.

Billing adjustments for over- or under-billing are limited to a maximum of two years from the date of the error. Where a tenant has been over-billed, WBS will issue a credit or correction to the account. Where a tenant has been under-billed, WBS reserves the right to recover the under-billed amount going back up to two years.


Moving Out

When you move out, please notify WBS as soon as your move-out date is confirmed. You can do this by clicking the move-out link included in your invoice emails, or by emailing us at billing@waterbillsolutions.com. Your property owner is also encouraged to notify us of all move-ins and move-outs.

A final invoice will be issued covering your consumption through your move-out date. Please ensure your contact and forwarding information is current so your final invoice reaches you.

Your consumption data is maintained by WBS. If you would like information about your historical consumption, contact us at billing@waterbillsolutions.com and we will do our best to assist you.


Changes to These Terms

WBS may update these Terms & Conditions from time to time. The current version will always be available at this page and will show the date it was last updated. Continued receipt of submetering services following any update constitutes acceptance of the revised terms.


Acceptance

By submitting a move-in form, clicking a checkbox indicating acceptance, or by receiving submetering services from Water Bill Solutions Inc. and making payment of invoices, the account holder acknowledges and agrees to these Terms & Conditions.
